FY 2023 Body-worn Camera Policy and Implementation Program to Support Law Enforcement Agencies
Through this program, the Bureau of Justice Assistance is seeking applications for funding law enforcement agencies seeking to purchase body-worn cameras (BWCs) to establish or expand comprehensive body-worn camera programs with a specific and demonstrated plan to implement this technology to maximize the benefits of BWCs.
FY 2023 Supporting Small, Rural, and Tribal Law Enforcement Agency Body-Worn Camera Policy and Implementation Program
Through this opportunity, the Bureau of Justice Assistance (BJA) seeks applications for funding an organization to administer a competitive microgrant program to small, rural, and tribal law enforcement agencies seeking to initiate or expand a body-worn camera program. The organization will also provide customized training and technical assistance to the micrograntees.
Law Enforcement Mental Health and Wellness Act (LEMHWA) Program
The 2023 Law Enforcement Mental Health and Wellness Act program is a competitive grant program that provides funding to improve the delivery of and access to mental health and wellness services for law enforcement through the implementation of peer support, training, family resources, suicide prevention, and other promising practices for wellness programs. The 2023 LEMHWA program will include two open solicitations:
- The LEMHWA Implementation Projects solicitation aims to support law enforcement agencies seeking to implement new or enhance existing programs that offer training and/or services for officer mental health, peer mentoring, suicide prevention, stress reduction, and police officer family services. Proposed projects may serve one agency, a consortium of agencies, or personnel from agencies located within a county or state. his solicitation is open to local, state, tribal, and territorial law enforcement agencies. Up to $9.5 million is available for this solicitation.
- The LEMHWA National-Level Resources, Training, and Technical Assistance solicitation aims to develop resources such as toolkits and publications; offer training; and provide assistance to state, local, tribal, and territorial law enforcement agencies across the country to implement successful mental health and wellness initiatives for officers and their families. Applicants should address their ability to provide services focused on the following topic areas: officer emotional and mental health; peer mentoring; suicide prevention; stress reduction; and peer and officer family support services. This solicitation is open to any public governmental agency, federally recognized Indian tribe, nonprofit organization, for-profit organization, institution of higher education, community group, or faith-based organization. Up to $500,000 is available for this solicitation.

Preparing for Active Shooter Situations (PASS) Program
Preparing for Active Shooter Situations (PASS) funds are used to increase public and law enforcement safety nationwide by training first responders – including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response – to handle an active shooter or other violent threat. The 2023 PASS program will fund one provider to train first responders through scenario-based, multidisciplinary training classes across the country. Up to $12 million is available for this solicitation.

COPS Anti-Methamphetamine Program (CAMP)
The 2023 COPS Anti-Methamphetamine Program is a competitive grant program that advances public safety by providing funds directly to state law enforcement agencies to investigate illicit activities related to the manufacture and distribution of methamphetamine. Up to $16 million is available for this program.

Anti-Heroin Task Force (AHTF) Program
The 2023 Anti-Heroin Task Force program is a competitive grant program that assists state law enforcement agencies in states with high per capita levels of primary treatment admissions for both heroin and other opioids. AHTF funds must be used for investigative purposes to locate or investigate illicit activities related to the distribution of heroin, fentanyl, carfentanil, or other opioids, or the unlawful distribution of prescription opioids. Up to $35 million is available for this program.

The 2023 COPS Hiring Program is a competitive grant program designed to provide funds directly to law enforcement agencies to hire new or rehire existing career law enforcement officers to increase their community policing capacity and crime prevention efforts. All local, state, territorial, and tribal law enforcement agencies that have primary law enforcement authority are eligible to apply. Up to $224.5 million is available for this program.

Community Policing Development (CPD) – Implementing Crisis Intervention Teams (CIT)
CPD is a competitive grant program designed to advance the practice of community policing by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities. The CPD – Implementing Crisis Intervention Teams solicitation will provide grants directly to state, local, tribal, and territorial law enforcement agencies for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with law enforcement agencies so they can better respond to individuals in crisis in the community. Approximately $11.5 million is available for this program.

Community Policing Development (CPD) – Microgrants
CPD is a competitive grant program designed to advance the practice of community policing by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities. Under the CPD – Microgrants solicitation, local, state, tribal, and territorial law enforcement agencies may propose demonstration or pilot projects that offer creative ideas to advance crime fighting, community engagement, problem solving, or organizational changes to support community policing in one of the following areas: officer recruitment, retention, and workforce diversification; underserved populations; building trust and legitimacy with the community; hate crimes and domestic terrorism; and community violence intervention. Approximately $5 million is available for this program.
